Guerrilla Diplomacy:
Rethinking International Relations

On June 25 2009, the Canadian International Council hosted the launch of Daryl Copeland's first book 'Guerrilla Diplomacy: Rethinking International Relations'. In front of a full audience, at the Munk Centre for International Studies, the Honourable Barbara McDougall introduced Mr. Copeland as an 'institution', a thinker and a writer. Mr. Copeland then articulately expressed the role of guerrilla diplomacy as an alternative approach to diplomacy and international relations, taking the time to also read numerous excerpts from his book.
 
'Guerrilla Diplomacy' is Mr. Copeland's response to bad international policies, arguing the need for a revolution in diplomatic affairs. Using a holistic approach and conversational tone, the book emphasizes that diplomacy represents the best possible means to resolving transnational conflicts, providing both a cost effective and reliable response to violence. Unfortunately, current international relations is debilitated to a world view in which everything is simplified and viewed through a binary prism, resulting in polarizing, homogenizing and the militarization of international relations and policies. Mr. Copeland calls for a change in international relations by removing soldiers and inserting guerrilla diplomats, providing sufficient resources, and ensuring distributive justice and two way communication.
 
According to Mr. Copeland, guerrilla diplomacy is primarily about meaningful exchange that alters behaviour at both ends of the conversation. In order to fulfill guerrilla diplomacy effectively, Mr. Copeland insists that diplomats be re-skilled and equipped with the necessary expertise for a guerrilla diplomat. Among a number of skills listed by Mr. Copeland are the abilities to use new media, grasp local knowledge, and address the humiliation and anger expressed by others (which Mr. Copeland notes have the potential to give rise to long-term and profound problems).
 
'Guerrilla Diplomacy' reflects Mr. Copeland's belief that the sword is more powerful when left in its sheath. Those who attended the book launch were treated to an incredible evening that included a conclusion by Dr. Lorna Jean Edmonds, a Q & A, a networking reception, and book signing. Mr. Copeland's eloquent and honest approach to expressing his beliefs, as well as his to willingness answer various questions throughout the evening, enabled the night to be both engaging and enlightening.
